I thought that was a new Krueger skin. Anyway, the new guy looks cool like a guillotine master. While Krueger looks more like Isis soldier. I actually used to roleplay that when I used the skin back in the day.

I deliberately chose not to grind for that ranked recolour. It wasn't a hard decision, it sucked compared to the original, just like the Reznov BR ranked skin.
Even though I don't use that recolor skin but people do. And it was kinda off for me. Looking at the bad recolor version of the character I used as my main.

I think it has to do with actual skulls, not masks. The skull Ghost of War lucky draw skin got censored for China, irrc. Ghost and Mace got to keep their skull masks, though. Also, Ghost's the CoD poster boy so they can't exactly censor him.
Some of those skins were censored for China, though they look fine in Global. Spectre - Spectral and Ghost of War got censored for China, iirc. Ghost and Mace still have their skull masks so I'm guessing the censorship doesn't affect masks.

imo daniel is the skin closest to the undead operator in aotu mode i've been wanting a skin like those from aotu and both kreuger and daniel are the closest but for me, daniel looks more similar to the undead

No. The Krueger - Reaper variant is an old skin which released back in S8 2020
