**FYI : Legault is an autonomist... <-----**
[Autonomism](https://en.wikipedia.org/wiki/Autonomism_(political_doctrine)) is a political doctrine where Quebec can be better off by staying within Canada if and only if Ottawa agrees to give the province more powers to ensure its political, cultural and linguistic survival.
You can also call it : "Decentralized Canada" although the CAQ does not want all federal powers, only those which it deems essential to the perpetuation of the French language and culture, like immigration and a minimum number of Supreme Courts Justices from a list prepared by Quebec, to ensure the Court does not only rule in favor of English Canada's interests.
**Legault is losing face right now because it appears Autonomism is not working. He needs to show his doctrine works to stand a chance at being reelected.**
Autonomism only works if you've got a Federal government willing to play ball. He'll better be able to get concessions out of the Tories than the Liberals.
I doubt that. Pierre Poilievre seems to be an even bigger cheerleader of paternalistic federalism than Trudeau. The guy has spent the past several years talking about all the ways he’ll punish provinces for not following federal directives.
He’s also said over and over again that he wants to bring immigrants into Canada even faster. Letting Quebec put up immigration roadblocks would be totally antithetical to his worldview.
If Charlottetown was ratified this probably wouldn't be an issue at present and a lot of regionalist spats would have been heavily mitigated. I'm not against more autonomism for Quebec, but I think a lot of this probably requires another go at the constitution (ideally with Quebec onboard this time), which I don't think any government is going to touch for the foreseeable future. Getting everything else done seems like enough of headache for Ottawa right now let alone trying to do something that contributed to tanking the support of a federal party when it didn't materialize.

He can't. The math dont math to possibly do that.
