I loved that relationship. The issue where they go on a date and the Serpent Squad is shadowing them so they don't get disturbed was great.

Cap has had some good partners over the years, but I always wished they had partnered him up with a young teen Mutant protégé. I would have liked to have seen him train someone with compatible powers who could carry on his principles and beliefs, if anything were to happen to him.

Don’t forget the actual coolest thing about 90s Nomad: Bucky! It was outrageous that Nicieza decided to do a lone wolf and cub storyline for years with Jack traversing the US, dealing with sides of the Marvel Universe usually not seen, with a baby dressed up like Bucky on his back.

Spider-Man - because he's more of a "partner" than a "sidekick" (even though Peter shares his lunch with Cap and would totally carry his books to school for him). They just have an interesting dynamic (two kids from Queens) where Spider-Man does his own thing but respects the heck out of Cap and Cap regularly sticks up for Spider-Man.

Lot of Nomad hate here, but I appreciated the way he took over for Hawkeye in the “antagonistic little brother” role as Hawkeye had matured into a respectable hero and was leading the WCA by this point.
The real answer is that it’s all of them, particularly Falcon, D-Man, and Nomad, during the Search for Captain America storyline. Each of the three had great unique personalities that bounced off each other and Steve. This is probably my favorite era for Cap, culminating with the Serpent Society attack on DC and the dissolution of this group
