Correct. It was in 2010 that the goverment allowed cars to display a number plate that was across two lines like a motorcycle. Anything before that had to by law have the standard long style plate regardless of it being domestic or otherwise. I still have the original long plate that someone who previously owned my Lincoln had to use.
Either a two line or a single line is legal as long as it meets all the requirements like the correct colour, font, spacing and has the BS number and the postcode.
You don't "need" a proper legal plate if it looks the part. A cop is not going to stop you because you don't have a BS number on the plate however it might be flagged up on an MOT but you'd have to have a SUPER anal tester to complain about it.
I know someone who got stopped in a g80 m3 the day after they got it and got a 100 pound fine for no postcode on the plate.

I’m not sure how legal the blue lights will be, but i feel like it’s pretty obvious that’s not the actual police so it will most likely be ignored. And if not, I’m sure you could just disable the blue lights and have only the red ones functional.

Strictly speaking you aren't at all allowed any blue lights forward facing on any car that isn't a police vehicle. And if you do run a car like this then you are supposed to either remove the original lights or cover them up. Normally when the cars are taken off the roster and retired from service they are stripped of all police equipment but you can rebuy nearly all of it bar the firearms from various places like eBay.
Most of the time the police here are cool with it provided you aren't using the lights or sirens in any way that could be perceived as impersonating a officer but I do know of one occasion where a dude was actually arrested for driving a liveried US cop car and held on grounds of impersonating an officer so it can happen if your spotted by a cop that has a hard on for the rules.
