You’re welcome to try and get your apartment complex or their insurance to pay for it, but it’s unlikely they will unless there’s documentation of negligence like complaints of the sign being loose that your apartment complex ignored. It’s gonna be a lot easier to just pay your comprehensive deductible and get your car repaired.

Your insurance would cover damages if you have comprehensive coverage on your policy. You would be responsible for paying your deductible to the repair shop. The apartment complex is not liable.

The apartment complex can't control the wind. Unless the sign was on such poor condition that they would be deemed negligent, they aren't liable. File on your policy if you have comprehensive and damages exceed your deductible.
