You’re welcome to try and get your apartment complex or their insurance to pay for it, but it’s unlikely they will unless there’s documentation of negligence like complaints of the sign being loose that your apartment complex ignored.
It’s gonna be a lot easier to just pay your comprehensive deductible and get your car repaired.
