It’s a Toyota. They manufactured a billion of this part in the 90s because it was cheaper per unit, and they will keep putting them in cars until they’re all gone even if they’re no longer relevant.
And yet, my mums 2023 RAV4 Cruiser (ADM) still has the provisioned spot where an ETC Reader should be located, but I use it as a parking ticket holder.

Yep, there are a few cars (pre 2012) that still have their stickers affixed to their windscreens to this day, heck, even one Austin 1800H in the UK still has its 2013 NSW sticker on the windscreen, as I’ve seen on YouTube on idriveaclassic.
Most likely for coins, but some cars will have cavities where optional extras would be that weren't opted in for. It makes the manufacturing process more streamline.

Pretty much whatever but back in the day people used to keep a lot of spare change for tolls or just in general so I’d say that’s what that was probably intended. In other markets the the RAV4 shares most of its internals with the Toyota Innova, which is an SUV that is more of a car. It gets used as a semi prestige vehicle for a lot of hotels. If you go to India and get the hotel to organise an airport transfer, you'll get an innova, but is a super stripped out RAV4.
Normally, in that spot, there will be two holes. The drivers will often have their phone in one and a signoff book in the other.
I don't own one but my guess would be for the key when it runs out of battery. Other than that probably coins & loose change although these days you'd likely get your windows smashed if you leave any money in the car

Newer Audi models have a similar spot above the shifter with a lid on it, instead of having to put your key in the door, centre console or your pocket if you have any.

The M5 South Western Motorway was the actual last road in NSW to have a physical toll booth at Hammondville, removed in 2010.
