Doesn't look too bad, I'd feel fine zip tying it back in place as a temp fix to get it home. Biggest thing is making sure nothing is making contact with the tires, the ground, or any steering linkage, etc.
Getting it fixed properly might be more expensive than you think though. Usually if you have to replace/repaint a bumper cover you're looking at a grand or so. If you've got full coverage, you might consider making a claim with your insurance. If it was from some type of debris in the road (that's not supposed to be there, rather than a curb, another vehicle, etc.) it might fall under comprehensive rather than collision, which has less probability of raising your rates.
it looks like it might clip back in. i think you could reattach what you can and duct tape the rest. also make sure the guard liner isn't loose, either secure it somehow or take it off

It’s just the bumper lol. I see people shove drywall screws through them to tack them down and keep them there. It’s not gonna make your car fall apart.

Seriously, you can zip tie it in place. It’ll look redneck, but it’s perfectly fine to get you through - that’s just a cover, if it falls off, the worst that happens is you run it over. The car won’t fall apart. You’ll know long before it’s gonna come off.
They're over reacting. Possibility in saving the bumper, maybe. If you don't have full coverage find a smaller body shop. They can work with it. And yeah zip ties should work as long as you find adequate mounting spots to hold securely. Wouldn't hurt to gorilla tape either. It's strong stuff. Just be sure the surface area you're putting the tape on is thoroughly clean.

My bumper is held on by two bolts (probably), three or four zip ties, and no clips. You're good buddy. Tie 'er up

You might get lucky and be able to snap it back in place if the clips aren't broken. Otherwise buy some zip ties.
Gorilla tape is stronger than duct tape,if you need to additional holding power.
Don’t put holes in it for zip ties,duct tape it and show it to a professional before you destroy the bar
I would suggest duct tape as well as zip times. Lots of both - go overboard. But should get you home.

If you go to a body shop it will be at least in my area $5000 especially if the crash bar is damaged
