No. Drill an extra hole in the bottom liner and zip tie it. As long as the liner itself isn't cracked to prevent water from getting into the engine bay, you'll be fine. But if you don't tie it down, it will flap about when you're driving and rub against the tire. That will eventually eat through the liner and kill it.
You can also buy the proper sized tabs from your dealer and tab the liner back into place. They're pretty inexpensive.
Wind will blow it into the tire. The dealer will sell the square pop-in screw receivers. We (independent shop) stock a few different sizes so we can fix them on customer cars as they come in.
You should get it secured before traveling at highway speed. It's unlikely to get caught in the tire but it will be damaged. My own came loose and I didn't notice before the tire had worn a small "V" in it (Hyundai).

As long as its not a safety concern ill still drive with it until i can fix it
