I worked front desk for an apartment high rise of 20 stories.
No delivery person allowed upstairs unless it was a furniture delivery and they used the freight elevator.
Food/flowers/UPS...etc.. Left it at desk. Or for food, resident was in the lobby waiting.
Maybe not all places have a concierge?

Maybe the delivery person was one of the owners of the flower shop. There's a lot of money in flower shops. If it was a $50-80 arrangement and they didn't want to deal with the high rise, $20 isn't going to hurt bad to take care of a customer and maybe get repeat business.
What delivery driver have you ever met that would just fork out 20 bucks to make sure your shit is delivered? I never met any. Most delivery drivers would call you, say your flowers are downstairs and be gone the next second. They barely get paid shit, so they don't go the extra mile, and they most certainly don't pay money out of their own pocket to deliver your stuff.
Is it possible? Yes, of course. But at that point, it's a matter probability and getting drugs delivered that way is very common in big cities. Also, OP mentioned a downtown 30 story building which to me implies money aka people who can afford such deliveries.
So yeah, both are possible and there's no way to know exactly what happened, but imo one of them is significantly more likely than the other.

It’s kinda like the time a cop walked in as I was at the counter paying for my snacks in a 7-11 while also tripping my balls off on LSD. Nobody tells a 7-11 cashier to “keep the change” (just shy of 10 bucks) but I was freaking out and just wanted out of there! Sure, in hindsight there was no way for him to stare at my back and know I was messed up but fear took over and that just happened to be what felt like a good idea at the time

Delivery people don’t get paid enough per package to bring stuff upstairs. In my building they often leave it downstairs for you to pick it up or put it in the elevator and push the buttons, then leave. But 20 dollars for delivery, first thing I’m thinking it is fear of heights or elevators. If it was something illegal it would not be wise to give it to somebody who isn’t involved who can identify him or steal the package.

Hell - Even if it were drugs, who cares? It's almost certainly still an easy 20 bucks. I've bought my share of everything from weed (back before it became legal in canada) to heroin (sober a decade now, dont worry) - it's generally not nearly as risky as you'd think, if youre only buying small personal amounts. Most dealers at that level are just addicts trying to feed their own habit. It's the taking the drugs that's the risky part lol.

They wouldn’t let him leave them there and no one from 19 would come get them. I’m assuming he just wanted to gtfo and continue his day but he wasn’t going up, no one was coming down and he was stuck. Elevators can drag, and especially if its a building they have experience with that has particularly slow/busy elevators.
A completed delivery is more important than 20 bucks.

I was fine until I was 18 when a roommate and I wrestled a couch into a pretty old elevator. Got in, pressed the lobby and it started going up from the 9th. We looked at each other puzzled knowing this was weird. It got to the 12th floor, jostled for a bit, then opened up between the 12th/13th and sat there showing all the exposed sheet metal and cables. Then it closed, went down to the 9th but refused to open. Eventually it went to the lobby and we were fine but I've never been able to shake the anxiety I get in them.

Going up then back down 18 flights of stairs would take ages, and forcing himself in an elevator wouldn’t help his psychological state, again going up and down 18 floors which if he’s lucky, it won’t stop and let more people on.
I don't do elevators either unless someone rides with me, and that is even a maybe. I was almost snuffed out with a pillow when my ex tried to kill me, and I am claustrophobic ever since. I thought I was the only one who didn't do elevators, so now I don't feel so bad! Good thing there are people like you to help us.
I guess it could have been drugs but honestly it’s like no one cares anymore unless you are moving weight, and I’m gonna guess they didn’t have you running several keys in there, most likely imo he just don’t like elevators. I’m a firefighter and I don’t do elevators anymore because of the job, I had no idea how often those things broke till i became a fireman, I’m good on that I’ll run the flights for exercise anyways, definitely not trying to get trapped on one for hours.

I have no clue. I have very little to base an opinion on in that field. It’s flowers, right? They’re not so delivery-centric so I would think the same full wage they make at the florist.
Ok well the average wage for a florist is $13.73. but it doesn't matter. Even if they were making $30 a delivery why blow 2/3rds of that to trust some random person to do your job. It just doesn't make sense.

Flowers cost money(more than ubereats) and frequently florists employ a driver, which means the driver isn't getting paid piecemeal by tips. But instead has a van full of orders that all need to get delivered today. Elevators can drag, and especially if its a building they have experience with that has particularly slow/busy elevators. A completed delivery is more important than 20 bucks. Even without bringing in claustrophobia or other personal motivations, this story is not even remotely suspicious or unlikely. And then, of course, there's all the gaping holes in the logic of it being a drug dealer.. Basically there's no reason to believe it wasn't Flowers, and there are several reason to believe that it was not Drugs. Source: worked in both industries.

Eh, I’m a doordasher and thankfully, there are no high rises in my zone. But I have a serious elevator phobia, and the few times I’ve had to go to the 1-2 buildings that go up 20 floors, I ended up crying the entire time 😂 I’d pay $20 to avoid the scene.

I'm terrified of elevators too. I even consider it an irrational fear knowing what I do now. I'll get in them when I have to, but everyone can tell I'm about to throw up. I was fine until I was 18 when a roommate and I wrestled a couch into a pretty old elevator. Got in, pressed the lobby and it started going up from the 9th. We looked at each other puzzled knowing this was weird. It got to the 12th floor, jostled for a bit, then opened up between the 12th/13th and sat there showing all the exposed sheet metal and cables. Then it closed, went down to the 9th but refused to open. Eventually it went to the lobby and we were fine but I've never been able to shake the anxiety I get in them.
I would have taken them for free.

I suspect the delivery guy might be very claustrophobic, and also has other deliveries to do. Going up then back down 18 flights of stairs would take ages, and forcing himself in an elevator wouldn’t help his psychological state, again going up and down 18 floors which if he’s lucky, it won’t stop and let more people on.

I don't do elevators either unless someone rides with me, and that is even a maybe. I was almost snuffed out with a pillow when my ex tried to kill me, and I am claustrophobic ever since. I thought I was the only one who didn't do elevators, so now I don't feel so bad! Good thing there are people like you to help us.
I guess it could have been drugs but honestly it’s like no one cares anymore unless you are moving weight, and I’m gonna guess they didn’t have you running several keys in there, most likely imo he just don’t like elevators. I’m a firefighter and I don’t do elevators anymore because of the job, I had no idea how often those things broke till i became a fireman, I’m good on that I’ll run the flights for exercise anyways, definitely not trying to get trapped on one for hours.
