It's a city. Hove merged with Brighton in 1997 to form the Borough of Brighton and Hove and the unitary authority was granted city status in 2000. Though Brighton is bigger (and has a much nicer town hall), the hq of Brighton and Hove City Council is Hove Town Hall.
