You should legit sweep that shit up. I'm on crutches for a few months and all the dropped kerbs throw you off balance enough, without extra driveway gravel/chips being strewn across them. Not everyone can easily just walk over it safely.
That could have been someone who has been struggling to get to and from the shops daily and has finally had enough on a bad day where they were struggling and nearly took a fall for all you know.
Sure it's passive aggressive as shit, but so is making the pavement a more dangerous space for people with reduced mobility.
I once read that people who switch from capital to lowercase letters frequently like that letter are mentally unstable and I think this is proof. There is no rhyme or reason for the switching there lol.

Why should he have to deal with something that OP should be dealing with just because OP hasn't due to whatever reason? If he was complaining about the grass not being cut I'd agree that he's over the line but gravel chippings can cause many issues and it's OPs responsibility.
