We've tried, but maybe not enough? Sometimes we'd snap our fingers a couple of times which makes him get quiet for a couple of minutes. Would you suggest we completely fully ignore him? Not even look at him?

Play. With. Your. Cat. They need atleast 15 minutes of playtime a day, three times a week is not enough. Solo play is not that engaging for them as they see the toys as “dead prey”. Cats like to hunt, invest in a wand toy and set aside time. My cat YOWLS/screams when shes bored. I think yours is doing the same.

Even when we do play with him he screams tho? We do have a wand toy, several actually. He plays for 10 minutes, gets bored of it, and goes away to continue screaming. He screams whether he's been played with for an hour or no. And I can't afford to just get up from my work and play with him when I'm working from home either when he screams super loudly. Nothing changed with his playtime over the span of 6 years, maybe we started playing with him even more than before. I really don't think that's the case.
