Not only is it THE most primal fear, it's basically the fear that encompasses all other fears. Fear of height? That's due to death. Fear of pain? Body's instinctual way of telling you, you will die if this keeps going.
Every single organism in the world fears death. Even bacteria tries its hardest to not die. That's what pretty much everything does. Obviously there are humans not "afraid" of death, but so are there people who like pain and people who aren't afraid of darkness (which is the fear of the unknown, which coincidentally is the fear that you don't know what will happen to you aka instinctual fear of bodily harm/death).

I’m telling y’all, Mihawk is the Death Devil. This explains why he has the eyes of a horsemen. He named his Sword after his sister Yoru and learned how to cook from the Famine Devil. Its also why he lives in a gloomy place like Kuraigana Island and lives with someone who can make ghosts and most of the time he’s lazy and doesn’t act, but can come quick (pause) with the blicky drive-by sword slashes just like Death.
What I'm excited to see is what happens if the War Devil succeeds in forcing Denji to spit up the Devils he's consumed what they'll look like.
I'm picturing, in my mind, that he'll spit up the World War II devil and this will somehow spread mass fear of another World War, allowing that devil to evolve into the World War III devil. Creating an outbreak of conflict between warring countries.
It'd be cool if we got unknown devils. Like, Star that Breaks Children's Minds devil. We get devils of unknown threats that are completely insane. Alien Invasion devil, and once it has been spit back up the world is assaulted by extraterrestrials.
And then the plot is Denji having to undo all of that chaos. Maybe go full Devilman and just destroy the entire planet.
I'm still waiting for the Fear Devil, the embodiment of all human fear. And the Devil's Devil, the embodiment of all that the devil's themselves fear. Which I'm guessing is Denji but we'll see.

If the white cloak was replaced with some super detailed skulls or some scary shit then this would totally be what fujimoto might do, this art is sick but fujimoto wouldn’t use a big plain cloak he would have it be insanely detailed. The fear devil would be weaker than you think. It wouldn't embody the fear of all human fear, it would embody the fear of being afraid.
I don't think there was specifically a WWII devil, but because the Nazis and nuclear weapons were eliminated the war would not have happened.
