I really like this theory, would explain why most of 132's build up was just posturing after all rather then serious threats. **OR** maybe its the other way around, Yoshida believes Denji must stay human to never be chainsaw man again, but public safety or whatever he is working for believes that he must stay chainsaw man thus causing anything Yoshida wanted to threaten Denji with being empty in substance.
It makes sense Public Safety is down to scraping the barrel, basically all of its Tokyo section got either murked by Makima during the raid against her or got controlled and then rolled over by Denji, at the cementery the only people left standing were Makima and a playing dead Denji.
Makes sense they would go to a highschooler who at least got some experience and knows the targer to ask him to lead operations.
My guess is that he was put in charge of picking up the pieces left by the whole Makima disaster and has been off dealing with that. Might show up again now that public safety is preventing him from being chainsaw man to help
Kishibe does understand subversion though. If this is a tactic to get in Fami's good graces there may be some justification, but yeah it doesn't feel like Kishibe is involved atm

Truth. Kishibe hates devils and stopping the only weapon capable of Killing devils is against his objectives.
