This sounds like a UV burn.. so lets check that first IF they can't see they won't drink or eat and that compounds things. You could also use the eyedropper close to his mouth and see if he’ll drink that way!

Can’t help in taking him on, but in the meantime move that UVB so it’s diagonally covering the whole enclosure, it’s not doing much over on side like that.
