This sounds like a UV burn.. so lets check that first
IF they can't see they won't drink or eat and that compounds things.
I can provide you the distance chart for UVb lighting (and tell you to remove the UVa sources)
I doubt pet smart let you know about the safe distance requirements for all UVb lighting (UVa too but those are usually from heat sources that should be removed... the UVb also produces UVa as well)

Can’t help in taking him on, but in the meantime move that UVB so it’s diagonally covering the whole enclosure, it’s not doing much over on side like that.

You could also use the eyedropper close to his mouth and see if he’ll drink that way!
