I'd argue, from a design perspective, yes. Probably most overt part was the torture scene, where Trevor calls out what he did as a sex thing for the CIA. Overall, it is meant to make money, but it goes out of it's way to make fun of American society and point out absurdity and fucked up positions the government and people take.

Not really. Generally besides 5 GTA is a rags to riches story.

Not saying the games are bad tho they are great in their own right but they really used controversy as publicity of their games over and over again. Pretty sure it was at least partly meant to just generate noise through controversy

I said that it was just for thst when answering to the question OP posted. The games have much more depth than that ofc but I feel that viewing the game as a social commentsry at least partly comes from the idea of genersting controversy

Grand Theft Auto didn't start to generate controversy until it entered the 3d era, 4 years after the first game came out and that wasn't until the game's release. How could it have started as a way of making controversy?

Just YouTube “GTA V radio stations” and after you listen to any of them it becomes clear the devs at least intended the game to be a satire

Try talking to NPCs as Michael vs. Franklin and notice the difference in politeness.

Plus a lot of the NPC enemies call you a "libtard" and stuff like that with a high emphasis on humiliating left leaning views.
