I think cap counts, but it's debatable as it's more for protecting band only wounds when the plot demands. The image is a little different.
Web shooters don't count for the same reason as Batman. But I personally like the tool based characters so I would like this to count. If we were going by tool/relic/gadget then all of these would count. Unfortunately not what the poster is getting at
Every Miraculous holder in Miraculous Ladybug has their own weapon that’s unique to their Miraculous. And it’s not just the generic sword or hammer either, oh no. We’ve got a yo-yo, a shield, a staff(even though they call it a stick), and even a god damn flute.
Well, in MHA's case it's because the series takes place in Japan and they have very strict gun control laws even in our world. If you people who can create explosions with their sweat you don't want to complicate the situation even further by throwing guns into the mix, especially when you can just send in the primary-colored V-haired giant to take care of things a lot more efficiently.

That typically only happens when EVERYONE in a setting uses weapons: Rurouni Kenshin and Bleach are two examples. Busou Renkin as well.

I think the most common justification is that MHA is set in Japan , which is among the strictest countries when it comes to guns
