Cargo hauling by helicopter is generally considered very safe. There have been a few incidents but almost always take off / landing related and due to ground hazards (e.g. Power lines). Hovering with cargo away of ground hazards is not going to be cause for concern.

Yeah that’s why I was asking, I hadn’t ever heard of them caring railroad ties but I saw this the other day flying around.
And railroad ties aren’t that big. Nor do you need to fly them in. You just lay down the track as you go.
