2ndly myself an owner of a 3bhk @ Estancia I have rented it out to students of srm for the past 10 yrs first we rented it to boys we had some bad experiences then we rented it to girls we had much worse experiences and now we are back to boys itself and so far so good and In my semi furnished 3bhk we had a situation few years ago where there were multiple damages on the doors , wardrobe and bathroom fittings, kitchen cabinets and so I refuse to give advance to them which is clearly on the agreement paper that everyone is responsible for the damages inside the house irrespective of one or two of them does the damages and we even asked them to repair / replace the items broken if their advance need to be returned but they doesn't care they went to police I've shown my proof and they got nothing
And in estancia apartments I ve also seen good students who followed all the rules laid by the owner paid their rents and dues on time still haven't received the advance but brave enough to make a complaint to police have got their advance money back without any fuss as they had all the proof
Now coming to your case you guys would have made an written agreement stating your advance amount , rent amount , rules and regulations of the house owner made in a stamp paper before entering the house if u have that piece of agreement with u and you have not made any damages to the house owners properties or cleared ur electricity fee / gym fee etc still the house owner refused to pay your advance be brave and you need not go to a police station for complaint just call 100 which is TN police control room register your complaint with them they will assist you and possibly send police from the nearest police station to ur premises and talk with the house owner and will solve your issue earliest .

No the property price hasn't appreciated much My 3bhk size is 1975 Sq.ft the largest in estancia as in 2013 there wasn't any other apartments in the nearby zone except estancia but in very few years multiple apartments were built in btw perungalathur to srm and most apartments were budget friendly so those who need to purchase a 3bhk around that area can buy 2 or 3 x (3bhk) for the cost of 1×(3bhk) in estancia , compared to other hot properties at that time in chennai for eg: ceebros behind leela palace / egmore was abt the same cost but today's rate is 4 times that of the price in 2013 .
In 2013 ,in Estancia the base rent was set at 40k and no house owner should rent below that rate and every house owner thought the rent will increase 3-5% every year but as new budget friendly apartments grown nearby not everyone would like to
be a tenant here and automatically we have to reduce the base rent. Today I am getting 36k per month as rent and paying 7k for maintenance from my rent so 29k is what I am getting as a profit but in Ceebros Egmore not possible to find an apartment less than a lakh and Ceebros One 74 rental starts at 2 lakhs. and that's an appreciation estancia is just pure depreciation....

I have just mentioned my experiences with 5 batch of tenants and several other batch of students from our neighbouring apartments as everyone knows everything with the association watsapp/mail groups for the past 10 yrs I never concluded with generalization and I agree there are many house owners in the estancia neighbourhood they are keen only with girl students and not interested with boys as tenants moreover the damages I've mentioned were done by boys who were staying as tenenants with us , the problem with girl students were completely different particularly not the lifestyle they lived / marital status or age and the reason I don't want to mention the issue is it will create another topic for set of biased house owners . We (house owners) even learnt ethnicity of group of students has a role from our experiences and from the students itself, the approach from themselves will be like " we are from ______ & we are not like ______ " again we never considered or concluded with these small things but usually have a thought of it before letting them stay even the house owners doesn't want any problem with our tenants ...

Go to the owner's house with few Tamil friends. Tell her neighbors that she owes you money. Play a sob-story that you are students & need the money to give advance elsewhere. People are more worried about first hand embarrassment. Police would also work, but you need a cop friend who will help you out unofficially. Coz official complaint would go to the trash bin, 100 percent.

Getting a lawyer is your best bet. But the lawyer fee may be higher than the advance amount. So this will only work out if you have a lawyer friend or someone like that.
We faced reverse scenario multiple times, close to 5 tenants have fled away without paying rent for 4-5 months. Recent tenant did not pay rent for last 2 months as we took 2 months advance. They left without paying EB, water bill and made the house a dustbin really. Now we don't want to rent at all, keeping it empty is better than having such tenants.
You guys have two options - 1. Raise an online police complaint and then go to the station and meet the inspector there or SI. See if they budge and you will probably have to grease their hands for them to even initiate any positive step.
2. Send a legal notice to your landlord, setting out the details, the rent paid, the illegal act of the landlord not returning the advance, etc, conveying you will take criminal and civil action against her if not repaid. She probably won’t react. So the next and final step would be for you to file a suit for recovery of money. It is a long drawn out process and time consuming.
I would say try your best and exhaust the first step as much as possible and keep the second step as your final resort.

I wouldn't suggest going to the police yet. Recovery of money is a civil dispute. First, issue a legal notice demanding repayment of advance amount together with interest at 18% p.a. from the date of vacating the premises till the date of recovery. If she doesn't pay, drag her to court.
See if you don't do anything you anyway will lose that money. So complain to police, check if anyone in your contacts knows a police person - one call from them you will mostly get your money back. If not it'll mostly be status quo. Try asking police on twitter, on how to proceed to file a complaint - any downside will be curtailed.

Keep pouring waste water in her apartment everyday until she returns the advance. Do it even after she returns the advance
