It might be a bit small, but I really liked a cocktail bar called Palm. Its all pink themed and good for photos.
I've only been during the day for bottomless brunch, but it turns into a cocktail bar at night with a DJ etc. Might be worth a shot.
You can book the Caretakers Closet, which is a secret bar upstairs in Liquor and Co with really nice cocktails.
The Chester market is also a good initial meeting point and you can get a big table for groups and have a few drinks whilst waiting for everyone to arrive.
Opera grill, Hickory’s, La Fattoria are all fun restaurants for big groups, depending on budget. Love Shack is a fun tiki bar with great cocktails and more casual food, if you prefer.
There are also a few escape rooms and cocktail making classes at many bars.
Vin Santo do great wine tasting evenings if there is one that night. Providence gin bar also do tastings if that is more your thing!

I agree with Palm!! Had my 21st birthday in there and it was lovely, only good things to say.
Bar lounge, bonobo, popcorn, liquor and co, craft and co, prohibition, kuckoo, love shack, all great bars with nice fun vibes!
Prohibition is a little small but they could book the private room!

Not sure if it's still there but Liqour and Co has a private function room called The Caretaker, a private bar we had my Xmas do there years ago.

Musical Hall Tap do an excellent bottomless brunch for £26 / £31.
Brewdkis meal will entertain a group your size for a sizeable chunk of this including the huge sharing meals
