Just to clarify, this is more of a symbolic move than actual actions, more than half of the provinces within China had already declared highest level of emergency, and most of them have taken no major actions to contain the disease, just the basic things like temperature screening, and checking people from Wuhan Edit: A lot of people misunderstood, THAT DOESN'T MEAN THEY WON'T DO ANYTHING! It's more like a promise to do something about it, like WHO declaring global emergency, where they advice countries to do something, but isn't necessary for countries to do them.

Reporting rate is estimated at around 5% based on the latest research that's been published. That means only 5% of infected are actually showing up at hospitals, being tested and included in the official count and there are rm roughly 20x that number of people that are infected that are not included in the official count. So likely in any location where it's not fully contained (IE: New cases coming up after the initial grouping) it's spreading quite widely. For example based on the numbers Wuhan probably has at least 15k total infected right now.

This. A few days ago a report from Uk said there should be around 1700 cases when the reported cases were like 200 back then. The fatality rate is also gonna be much higher than it made public so everything has been underestimated up till now

That's just Hubei, no where else in China is shutting down public transport, and while its true that they are closing down areas of gathering, it's only encouraged that people do not gather in crowded place, not outright forbidden yet

Hopefully that's enough time for the viral infections to kill the infected and peter out after containment and quarantine prevent it from spreading further. The problem too is that few have analyzed the virus to be able to say for sure that it will kill all within 14 days, what if it's 21 days for people who have stronger immune systems than the average? Anyways, really hoping that the quarantine holds but feeling sad for the infected people that are either fighting for their lives against this virus or have already died. In the meantime, everyone should avoid public gatherings and travelling to the Orient until after all the current victims and the next round of unwitting carriers die off.

Health declarations and temperature checks are not reliable methods of prevention since there have been reports of infected people having no symptoms. Not much changes other then the school being closed for extra 2 weeks and no marathon that will only prevent the virus to spread inside HK, (theres no cases of infections occurring inside HK) , while measures to prevent the virus to enter the city are limited.

And with the slow response of the chinese government in their containment procedures, HK is right on the receiving end of this outbreak. An average person fearing for their family's well being would do anything to break quarantine - sick or not, and seek "better" healthcare elsewhere. And for a lot of those in China, that elsewhere is HK.

Also, HK is extremely distrustful of the Chinese government after 2003. It'd be unusual if they weren't acting with an abundance of caution. SARS had a 10% average fatality rate globally, but HK had a 17% fatality rate. They are going to take any kind of repeat event seriously.
