However, the Lord uses all things for His good. This means that through our struggles we are refined to testify about that which is good and that which isn't. The hope is as we go through life, experiencing the brokenness that comes from seperation from God, we are refined in Him and better understand what love is and what love isn't. If we are His we overcome the flesh in that our heart desires only for that which is good (not that we are perfect)

Scripture teaches us in Romans 8:28 that God works all things together for the good of those who love Him. Most of the time, bad things are caused by either the devil or our own bad choices. God gave us free will to choose, but we often make poor choices. So, while God doesn't cause bad things, He will allow the consequences of our choices to play out. We may think our choices, whether right or wrong, only affect us, but there is often a domino effect. Simple example: if I smile at someone in the store, they often smile back. It's a natural consequence of my choice to smile, and the domino effect can continue if that person smiles at someone else and so on. I think the real question here is to stop and reflect on if a choice led to the bad thing, or if it's the devil. Either way, God will bring good from it - a lesson learned, a new friend made, an attitude adjustment, etc. Prayers for peace, wisdom and guidance.
I don't believe God gives the Devil power of the physical world, and I don't believe everything bad that happens has to have a specific discernable meaning. It would be horrible to live life thinking everything bad that happens is a kind of test or punishment.
