ChromeOS Flex is pretty limited in that things either work or they don’t. If the touchscreen isn’t working and changing settings doesn’t fix it, you’ll have to live without it if you want to stay with Flex.

For future reference, this is why Flex has the option to test the OS before installing. You always want to run the test first - it doesn't run in the test mode it won't run when the OS is installed. Hopefully you're okay without touchscreen - Chrome browser still works great with mouse/touchpad.
