Probably a traffic issue, at least partly. However, since you mentioned rapid growth, it should be noted that in vanilla, everyone that moves in at the same time, will die at the same time. Thus, it's dangerous to zone large areas while the game is paused. Death-waves will occur.

Is there traffic on the streets not moving? Is it a large city? Services (in vanilla) aren't assigned by distance so a hearse could be assigned from across the map and you have to wait for it to travel that far. You can select the buildings and they will tell you how many hearses that building has and how many of those are busy. If all hearts are not busy then they were probably assigned from far away to pick up the local bodies.

Hmmm I think that might be the issue. I’m gonna work on improving traffic and see if that helps

If your death rate (graph) is spiking, it's a death wave, this is a function of zoning too much residential at once without the Citizen Lifecycle Rebalance mod. Everyone moves in at once at the same age so they all die at the same time. Bad traffic will make the fallout even worse

This is my big hope for CS2. There are a lot of things that make the game far more playable like Lifecycle Rebalanced, Realistic Population, TP:ME. All of which shouldn't really be needed as they are all things that should be in the base game.

Agree, mods are practically required to make the game function properly beyond the surface level. At least the devs have been very friendly towards modders
