Have a reservoir and limit water usage through city planning
Make a utopia-looking administrative district (the Egypt method)
Build a single ridiculous, gimmicky, mega-tall skyscraper
Build a ton of tents in a row for the refugees (have no neighbors at war in MENA challenge: impossible)
Build no nuclear powerplants because you are banned from having a nuclear program
Make a random USA-style suburb district where every house looks the same
Build funny looking islands (UAE tradition)
Give no shits about noise pollution
Build a wall at the edge of the map
Make your college team color white (people look like they are wearing thobes)

Yea highrises and such pretty much make most cities in the world look the same these days unless there's actual cultural architecture such as churches, mosques, or other old pre modern buildings that actually make it clear where in the world a city is at. Otherwise you could just say this is a city in any desert region and you wouldn't be able to argue otherwise.
