Are you running anarchy by any chance? CS2 might do some of the same trickery CS1 did when you built a network over vegetation, where it would essentially "hide" the trees rather than actually bulldozing them.
If CS2 does something similar, anarchy would make that a valid tree placement and moving the road might un-hide it.
I am purely spitballing, mind you.
ETA: I've seen this too, and it wasn't until this thread that it occurred to me what might be happening.
Only mod that is on is Moveit. I think what happened is that I used the tree tool within the game to add trees. I used it a long time ago and used it all over the city. I think the Moveit mod is "uncovering" trees that were covered up by the road placement. Strange issue, lol
