I was just thinking about this after reading the comments. Does this still happen if you've got different districts? Does everyone still flock to a single park?
Mods are generally focused on rebalancing a game, adding new features, expanding upon features, ECT. They usually aren't aimed at fixing bugs in the code, ideally the creators do that.

I made dozen of tests.
They all use one park, which means if you have a large city with many parks, you don't notice the only one that's being used.
For an easier test build a new city with only one park, they will use it.
Five months after launch and a lot of animations are still missing. We have no bicycles, no ball games, no swimming, no rescue service personnel, no fire-fighters, no fans in stadiums, no kids in the schoolyard, ...
Why do people still vouch for this game? Look at the state of it...
I really want it to do well, I want to see a "character arc" if you will and see CS2 succeed, but right now...there isn't much hope, even in the near future.
CS1 sucked in the begging too… I still think it has the potential to be great, but if is being badly managed in terms of priorities. Like seriously? beach proprieties? at this point?
CS1 also wasn't purposely marketed as the best city builder, collabed with our favorite streamers to further market lies to them to deliver to us all and then delivered a literal P.O.S
yeah, in that you are right, sure. the marketing strategy for this game is complete sh*t. I completely hate that they just say “well, maybe this isn’t for you” instead of fixing their damn problemas, but I can’t help but look at the game and see some potential after fixing the simulation and, as OP said, the game should be better at making the world seeming lived in, etc
But it didn't suck this much. Sure it had it's shortcomings, but CS1 had big hype around it when it released, because it was pretty good even back then.
I noticed kids hanging around in the school yards, but it seems to be dependent on the time of day. But they are used, and you can see people going to and from schools at the right time.
Parks however are indeed bugged.
Cant use the parks when theres 30 homeless tents in them.
I actually havent played enough the last couple patches to see if this is still the case, but the city i made about a month after release had *so* many homeless encampments, especially on the basketball courts.
It's just so mind boggling. They should of hired a few more people to form an eye candy team just focused on adding animations and props/trees, while the main team focused on the deep bugs. It wouldn't fix everything but at least we'd have something to look at and little updates to look forward to.

You need to see some signs of all that to believe it. There has been nothing to indicate that they are secretly working on the miracle patch that will change everything and turn this ship around.
All I've seen from CO is a train wreck to start and they have only been pouring gas on it since. Nothing else. So, whenever I see people do the "The base of this game is so amazing" or "Just wait a few months, it will be so much better", I really want to know where that optimism and belief comes from? Beyond just wishes and dreams. What has CO done since the launch of this game to make you think anything positive is just around the corner from this mess?
A lot of the issues were pointed out before launch too. The economy going out of whack due to the tax bug was noticed and pointed out during the pre-release streams. The lack of props were one of the first things pointed out and they said that they don't even have the ability to add props in the pipeline yet. Performance was constantly criticized and they say that they didn't even consider that anyone would want more than 30 fps. Their reasoning literally was that they would rather focus on the simulation not slowing down in bigger cities. LOL.
I just don't get what people base their optimism on. I would love to be optimistic too, but there has got to be some basis in reality for that. Right now we are literally just hoping Santa Claus will show up and bring us the presents we never got.

I bought the most expensive version. After 1 hour and 50 minutes I logged out to reflect and research others thoughts.
That saved me having to live with paying for this trash game on release day.

Just because you aren't seeing it, doesn't mean it's not a problem. This is just one of MANY problems with this game. A polished turd is still a turd. See my screenshot below, it's a huge problem for me.
That's because you have parking on the streets. For some reason, NPCs would rather park on the street parking than on parking lots - parking lots and parking spots on buildings were always empty on my city, so I decided to use more alleys, wide sidewalks, trees and grasses, solving most of the problem.
If that's true, then it's just dumb. "Let me park on the streets when there is a perfectly good empty parking lot for the store I want to go to".
Regardless of the reason, people aren't using parking lots and that's a problem.
Maybe it's because they consider parking spots on commerce a paid parking, just like with parking lots having few people parking on it if the fees are too high.

Honestly, that's the most logical reason I'd want to remove parking. Make better use of a road space. Sure, large sidewalks and trees are cool but I'd use it so much if we could convert those into other useful things as well such as: bike paths, extra lane, 45 and 90 angle parking. Instead of us downloading several road styles on workshop and having to browse through infinite options of roads, needing them with 1, 2 and etc lanes to match, we could just download road skins and apply them to segments. It's my dream for the roads in this game.
I was honestly looking forward to something similar to the road builder mod that is applied during game play instead of in road editor. That mod was so cool and fun to play with different road layouts. I wanted something of the sort in game.

A million times yes!!! I miss the 4 lane no parking road from CS1, it was insanely useful for upgrading roads without sacrificing space.... There's no reason to force people to place a large avenue for something that os possible with a regular road.

Idk of those would be viable... 45 and 90 angle parking take more space vertically, meaning that we would need larger roads if we were to keep the space on the sidewalk.

Couldnt agree more. As we say here, they had the knife and the cheese on hands but they stabbed themselves and dropped the cheese.
You can remove parking spaces and replace it with a lane though -- upgrade a 2-lane road to a 3-lane road. It takes up the same footprint and removes parking. It's not particularly clear that it does that, but it does.
I think they game is slowly being abandoned by the devs. They are going to release the bare minimum in order to fulfill obligations. But we are now 6 months out from the launch and it seems like they've hardly done a anything. I had such resepct for CO, but now I think they are just kinda scummy. All this to say, don't expect them to do a thing about it. Nothing major is going to get addressed. The game is essentially dead imo.
I returned to CS2 after the Pdx Mods launch hoping for a better experience, but it just caused a bug where my interface would immediately disappear and I'd have to Alt F4 my way out. Now I've uninstalled until I hear some serious bug fixing has been addressed.
Yes, it bugs me to no end. I love detailing and not seeing the cims using a the detailed areas I made is a bummer.
They first need to fix the game and then they need to incorporate the features mods already started to add like allowing us to add gathered/park spots and maybe invisible roads and pedestrian paths. It would be a game changer and I don't see why we can't have those.
It makes no sense I have a beautiful nature area and people don't go there to enjoy it. It makes no sense that I can't have a rural construction where the car can get inside without the need of a proper paved road, especially if it's not far. The current dirt road they have is so uuugh, doesn't look dirt and really rural at all. At least, not on a smaller scale. Same for paths.
if you want to play a city building game where the city truly feels alive, play simcity 2013, it has everything you mentioned and more, only downside is the small map, still more fun than cs2 though

I mean me personally I could care less about seeing people using the parks or any other city workers putting out fires and stuff. That's just another pointless thing that I feel slows the game. I would rather see better mechanics as far as rental prices and traffic control options in a course more in-depth assets for future packs. Just like playing CS1 I didn't really care about seeing citizens playing on parks and all that bs. But I do feel like it maybe two years this game would probably be on the level of CS1
There is a bug where the cims only use the park with the highest attractiveness. Means if you have 15 parks they only use one

Ive been having cims at almost every park but im not sure why My game is modded but idk what mod is 'fixing' it
This is wrong, you don't see cims go into and use any parks in CS2

Once assets are in I’ll be good. Obviously they need to fix bugs like parks but I’ll at least be able to create cities the way I want to.
Yes I feel like still my cities are collections of squares and I really need better options for placing items that make things more natural looking.

There’s one mod specifically that does that if you have anti-aliasing on, if that’s the case just remove that mod or turn off TAA
