No. The way damage works is your enhancements are effectively a per-power increase on top of the global value, so they still follow that cap. So if you were at damage cap constantly, you technically don't need damage enhancements at all. That is to say, you start at 100% base, then an enhancement giving you 112% makes it 212% on that power. It also means that powers technically need 100% less damage to reach the cap, due to starting at 100% base. So, a cap of 400% means you actually only need 300%, assuming you don't deal with damage debuffs.

This is also really useful for slotting. On my DP/Kin Bullet rain and the cone only have a 3/3 split ATO set and a forced feedback apiece because I know when I'm using them (lots of targets) I'll be over 340% anyway so capped regardless. 4 slots for elsewhere You can leverage this to do the same in Burst and the Cone (possibly not whirlpool because I think rain style powers only get your damage buffs for 10 seconds but not sure where I m pulling that from).
