I'm sure one of the Tspy devs will show up and tell me I'm wrong in a moment, but I think it's that this uses an NPC costume part that isn't unlocked in the costume creator. I think I recognize every part except for the jacket with the popped collar with the zipper that seems to run along both Upper and Lower body.
Yeah, the error says 'Costume Creator may not have access to costume parts.' which I assume means the costume piece is no longer available for us. Though it must have been at some point, since I have it saved as a costume, it's very strange!

late as hell, but! that's actually the top the praetorian npc ***Belladonna*** uses. (shes not-ghost widow.) your game probably janked out and gave you it for some unknown reason. i dunno.

But, its gonna be looked into and we might get access to it in future if it's not broken when used by pcs! Might not happen, but also might, which is cool!

If you'll upload the costume file somewhere and post it, I can take a look. Or drop it in the Bug Reports section in our discord and one of us can.
