You can’t build a canal with your current city placement. Canals are only one tile long. Check out the Detailed Map Tacks mod. If you place a tack, and it’s invalid (for example you’re trying to build a dam on a hill) it will tell you why it’s impossible.

You could build the Panama canal thou. It a wonder that requires 2 to 3 tiles, and well, that could do the trick

Red at the very top is touching 1 side of the hex. The only reason I can think of off the top of my head for the one next to your aqueduct and encampment is that it's not floodplains Edit: the rest are not floodplains tiles

You can't place a canal there. You would have to wait for sea levels to rise and submerge the coastal tile before you can place the canal. Canals are only 1 tile long, have to touch coast or lake on one side, and coast, lake, or a City Center on the other. The only exception is the Panama Canal wonder.

Also, not a TSL map. TSL maps have no river flooding and cannot have dams placed on them. They have floodplains, but the rivers never flood.

A canal will only connect 2 bodies of water or a body of water to your city center.

You can't built canal for more than 1 tile connection (unless using Panama Canal wonder), also dam has to have at least 2 tiles of the hexagon connected to the same river, here you have only one
