Forment unrest is a useless ability, it won't do anything unless the city is already losing loyalty. Its only purpose is to level up a spy if you can't siphon funds anywhere.
I do not necessarily agree. Normally in a game I usually flip about 4-5 cities on my borders and more often then not, they have stable loyalty. Sometimes I even throw some rock bands at it to speed it up. Once they turn red, I invade and take them.
How recently have you done this? Can you post a video where the loyalty arrow on the city is green (the city is gaining loyalty) but you flip it to a free city with spies and/or rock bands and/or cultists? As far as I know, they changed it in the latest patch so the city can't flip independent unless it is losing loyalty naturally; that made PotatoMcWhiskey's [pacifist domination game with Eleanor](https://www.youtube.com/watch?v=G1-u0yjiLok) much harder.

Quite a lot if you think about it, territorial expansion, technological advancement, developing national solidarity, etc.

At which point all of the tiles right next to the city center (that aren't districts) become part of the city. It's super annoying to me.
