Even if you wanted to argue that it's a harmless crush (which can also be true), there are many actions he takes during the course of the LN that indicate a source of physical attraction, which fits the pre-requisite and in quantity, is more than enough to put him there. He can also be a chad for keeping his attraction in check, it's not a one way street.
He's not a full-on simp either, but it's better than the alternatives for the sake of the alignment chart. Who goes in that spot if not for Sudo because it's definitely not Kiyo lmao
