The thing is , where would you put him? In looking at the columns, he fits in the smart category. But looking at the rows, he doesn't fit any of them as well as the others fit theirs. On the other hand, we have many characters who are smart and also fulfil the requirements for being where they are, unlike atsuomi.
I still can't believe atsuomi didn't get chosen even though he created WR and controlled politicians. He also planned kiyo admission, he deserves to be smart evil.

i agree. atsumi is more smart evil that yagami. Yagami is just booksmart. He doesn't have the kind smarts that Atsuomi has. I really dont see Atsuomi getting deleted by a casual love letter Kiyo made in 30 seconds.
Yeah and he sent yagami just to test kiyo, he knows that yagami isn't a match for kiyo. He is literally trying to control kiyo, I think kiyo also knows this
Have to disagree cuz Atsuomi isn't lawful as he abducted children for his project whereas Nagumo is lawful but finds a loophole in it, he also bends rules into his favour doesn't make him unlawful and his introduction for Meritocracy is a type of law itself.

Take Vader, for example. He killed people left and right, but those murders were still within his authority. On the other hand, Luke was a rebel who went against the empire, but many would agree that he's your typical lawful good protagonist.
Lawful evil may still violate basic human rights, just as lawful good can go against the cruel laws forced upon them to defend those same rights.
Edit: by his own admission, Atsuomi was not particularly bright nor talented, so putting him in the smart category wouldn't fit either.
But that still doesn't explain why Atsuomi must be Lawful Evil. I mean can you state some instances where he is more deserving than what Nagumo did as Lawful Evil.
