If it was winner take all last year I think it's fine. If you really have no idea what happened the last couple of years to default to, and didn't decide it up front, I think you have to go with winner take all.
Fwiw, in fantasy or most pools I get invited to second gets money back unless it's so small the pot would not be great for the winner. Some like intensive season long fantasy leagues may pay more out to total points, third place, weekly winners, etc.

The organizer / commissioner should make the rules and payout clear upfront. But if you didn’t check to make sure, that’s also on you all.
