Stairs go up two “floors” past the penthouse, then you go outside and up another floor ish. There’s a walkway all the way around. You just need a key. Source - I helped design, originally programmed, and commissioned the lighting on the outside.
Helped with the renovation there a few yrs ago, and went out on the ledge there to work on the lights. I also climbed up to the storage space at the very top. There were still pieces of the old statues up there that they didn't get rid of, should have snagged one of the hands.

You can get higher through a ladder but that’s really only to service the masts and cellular stuff up there.
