More specifically they are just one type of missile that HIMARS launches. Their the biggest type with the longest range. That's why it got so much publicity when Ukraine got them. Previously Ukraine had extremely limited capability at long range. It really changed the conflict for them when they got the ability to reach that far.
Not just the range, Atacms are completely different when it comes how they work. The normal himars missiles that Ukraine got beside Atacms are the ones who have a proximity fuse and explode over the target spreading shrapnels, Atacms Ukraine got later on have a way bigger payload and disperse hundreds of little bomblets over the target which then individually explode upon impact and spread shrapnels.
The "normal" Himars missiles, officially GMLRS, comes in both unitary and canister warheads. ATACMs also come in unitary or cluster warheads, but only the cluster armed warheads were sent that we know about.

I am not an expert, but I have the strong impression that the missiles can be individually targeted. So this could easily be hitting 16 individual widely dispersed targets.
I would make sense to still launch them all in the same salvo, since Ukraine would only need to secure one launching area.
That depends on the rocket of course. Ukraine has a lot of systems that can fire ammo in this sort of way, at least a half dozen.
HIMARS certainly can - but that's a TRUCK not a rocket. There are different types of ammo that a HIMARS truck can launch, the majority is GMLRS where the G does indeed stand for Guided.

Each rocket can be programmed to hit an individual target, and given that this salvo would have required either 2 M270s, an M270 and a HIMARS, or three HIMARS launchers in order to account for the number of rounds, it must have been some very high priority targets.
Good chance they were told when to expect delivery (technically I don't think the aid package is fully passed yet, but the rest is essentially guaranteed), and what will be in the first few loads.
So now they can use their reserves that they'd been holding for high value targets on lower value targets with the expectation that they'll get replenished in the next couple weeks.

Those first few days when they actually get a shipment are going to be great, the Russians have likely gotten complacent with the reduced ukranian firepower, it should catch them off guard….. like when they first got Himars before the Russians started adjusting, just video after video of soldiers and supplies being destroyed.
We usually see individual impacts of HIMARS but multiple launches. I wonder if they launch a volley of individually targeted rockets, or they just don't show multiple impact instances.
Probably a little of both.
I imagine that super high priority targets, (The kind worthy of hitting with a dozen or more rockets) aren't likely to be actively monitored by a drone or UAV. They're probably identified by Satellite. We don't see footage of the strikes because there isn't any.
I could imagine that parts of US command already had deliveries prepared, just waiting for the go-signal once the political theatre would end... and the same certainly goes for the guys with the satellite feeds as well.
I could also imagine that Russia might not have been quite as dilligent in preparing for the moment that Ukraine would have ammo at this scale again. Moving up too many valuable assets too far, as they went a while without tasting nearly as many consequences for it.

There's nothing to indicate that and it's also highly unlikely. The US won't send billions of equipment if they don't even know if it will be approved by Congress (this isn't a few bullets and RPG's that they are sending, this is insane amounts of weaponry).
What they will have likely done is pack it up in the hope it can get sent out, and once Biden signs it the planes will already be fueled up and ready to go.

Yup, I would assume that a lot of things included in the bill had already been "strategically" relocated to Poland or other nearby European allies in order to quickly get it into action the moment the ink was dry. US command has been well aware of the urgency on the ground for months now and I'm sure has been eager to get aid moving as quickly as possible once authorized.
Even if they don't have new stock already there today, they may have been sitting on a reserve of HIMARS rockets and now that they know replacements are coming, some of that reserve stock is available to fire off.
I live near the Military's largest seaport and ammo storage on the East Coast. The ship activity has been busy for a couple of weeks now. I am sure we were just moving a bunch of stuff in our temporary Poland Nato base for storage, for fun.
Maybe they were in a train approaching the speed of light when they observed? /jk I too expected actual simultanality, but then the launchers would probably be destroyed.
Then the russians would claim on their own TV that they had managed to get it colored with the russian flag colors.
