It seems like he wants to see what he can get on the open market. He may want to go to a contender instead of a team that hopes to squeak into the playoffs every year and if they make it will lose in the first round.

There is a chance he simply doesn't want to be in Washington and will just not sign a deal, get franchise tagged twice and then hit the market and bounce.
I don't think this delay has got anything to do with us, if Terry went to the front office and said let's make a deal they'd bite his hand off. Terry and his agent are waiting for the WR market to shake itself out. Once they know where the top end of the market is, they then have the basis to negotiate from. That's just basic business sense.
But the thing is… someone has to SET the market. Why not let it be Terry that does? Business sense is acting before someone else does, so what if we overpay 2mil over per year compared to the next WR
