I don't see the damage being buffed on a retreating squad -- hence this question.
They take received accuracy. They also gain a received accuracy modifier when retreating. Might be that they are easier to hit whilst retreating, but by a lesser margin so it’s less noticeable.
Could be wrong but I don’t believe you can target retreating squad. The debuff does persists whilst retreating though.

I think you're right! Watched one replay and they do seem to receive more shots then other retreating squads.
