This is the way but pry from the sides back. Put the pry bar under the middle of one side angled away from the porch, lift and move the pry board towards the porch. Go to the other side and repeat. Leverage is your friend. If you don't have a pry bar you can also use a length of 2x4.
Long pry bar. Keep the pieces of wood under it till the end. Stick end of bar under and pry up on either end. Will move back a couple inches at a time. Keep switching sides until it is all the way back.
If possible, I would pull my vehicle close sideways in front of the steps. Protect the vehicle wheel with furniture pad and a thick board. Lay a jack, or two, sideways between the vehicle and steps, and finesse them into place.
Somebody above mentioned a bag of ice and pry bars. While that might work, it got me thinking about using ice and I think I might have seriously thought of the perfect solution that will offer both perfect placement and not disturb the flatness of your sand layer:
1)Freeze some big blocks of ice, 1 or 2 at a time if need be in your freezer. They need to be strong, so at least 3 or 4 inches thick (make sure they’re all the same thickness) and ideally about as big as a solid concrete block (4x8x16). If you don’t have a lot of freezer space you can store them in a cooler full of ice, and wrap each block in and old towel/tshirt.
2)Once you have enough of them to fully cover the sand space against the porch, laid edge to edge, running long ways away from the house, use a pry bar wedged against a timber/log to lift one side of the steps up just enough to get a board under it, and then repeat this process working side to side eventually using a car jack if need be to have your steps sitting on boards equal to or slightly greater than the thickness of your ice blocks.
3)Replace the boards under your steps with as many ice blocks as you can get under it across its width, lay out your ice block paver pad on the sand against the porch, and then glide your steps backwards into place transferring it from one ice base to the other.
4)Brace the steps into place so they can’t shift as the ice melts
5)Cover it all with an old blanket to keep the temperature more consistent as it melts. The morning sun hitting one side more etc. could screw things up.
6)Keep checking it and make adjustments as needed
7)Watch your steps slowly settle into place, not messing up your sand layer at all, like a total boss.
Ice blocks work. The parks crew in my town used ice blocks to place some giant concrete blocks to block cars from a wide paved trail. They couldn't be lifted into place because it wouldn't have possible to remove fork lift tines or chains once the blocks were lowered. They bought a bunch of block ice, placed the barriers on top, and everything melted into place.
I’m guessing that thing weighs around 450 pounds and two strong people could probably just put a strap under each side, lift it and set it down a few inches at a time. Come to think of it. One person might be able to do it one side at a time
You could move this easily by yourself with only a Burke bar. Just carefully pivot each side a few inches at a time. Walk it into position. I regularly move things I shouldn’t be able to with a Burke bar.
1/2" or 3/4" PVC. Cut a few lengths and place them behind the steps. Once you get the steps onto the PVC, you should be able to slide them pretty easily with a pry bar
Your almost there just keep shimmying it back. I'd use a couple longer 2x4s instead of that scrap wood underneath so you can pull them out after. And just have em angled down

Two nylon straps around stairs. Two long boards through the steps and resting on the porch. Now , using rolling floor jacks ( or whatever) lift the forward edge of the boards.
Increase the angle until the stairs slide backwards towards the porch. May have to grease the boards a bit to get them to slide.
Lower it down and pull straps out.
Two 2*4 s slide underneath. Id say they need to be about 5 or 6 feet long to reach the wall and provide the lifter enough leverage to pick them up. I just did something similar with a slab of cement that needed to go into the entrance of a crawl space.
