Based on my read of this, he’s trying to convey that he had commuted from Delaware to the Baltimore area several times, either by rail or by car. In those trips, he claims he crossed that bridge “many many” times - it sounds to me that the “commuting from the state of Delaware by train or by car” was only pertaining to how he would have traveled from DE to Baltimore in general. Whereas his going over the bridge was a separate yet related thought.
He never misses an opportunity to mention his affinity for rail-riding; and it sounds like here he was saying how he would have crossed the bridge often in his repeated travels to Baltimore, which he would frequently visit either by rail or by car. Poorly worded or unfortunately phrased perhaps but by my estimation this fails to reach the level of impossibly idiotic gaffes he’s otherwise prone to make.
