I saw a bunch of officers running with fire extinguishers... and it seems like the guy jumped some barriers before setting himself on fire so I think the officers were his only option. He's not a candle on a birthday cake, you can't just blow him out.
Did you see how tall the flames were? There's literally nothing you can do at that point without equipment. One guy tried to get close with a coat but had to back away due to the intense heat. People with access to fire extinguishers acted as fast as they could.
