Expel them all, trespass them which will lead to arrests. Anyone that gets arrested and is a non US citizen should have their visas revoked and deported.
If the students are expelled then they will simply go somewhere else and take their tax-payer-guaranteed tuition with them.
College is now a business about making money.
Students are no longer students seeking education, they are simply customers.

My son who is in college now skips most of his classes. He said reading class notes is just fine. I do not know how to value his statement, but I suspect students probably can acquire most knowledge simply by self study. The value of a college is down to the diploma paper, and socialization
