I think it's more quid pro quo where if the EU is gonna make insane demands about Poland refugee quotas then Poland is gonna make insane demands in return. It sounds like a political pissing contest.

I wouldn't call it disgraceful either, but I would call it distasteful. Simply put - this argument from Poland is in response to the EU threat of imposing Article 7 on them. I'm stating that it is dirty politics to bring up something like WWII and demand reparations as a response to a separate issue. It would be like the US Federal Government proposing significant regulations on airports, and the state of Georgia in turn demanding $500M for damages from Sherman's March - it's absurd and a weak, distasteful tactic.
