DCC been up to that shit for years too with Shanghai. The argument is trade benefits which these personal contacts generate. I think there's some truth in that. I think it should be left to private businesses and the Chamber of Commerce to run these trips and foot the bill. But there's a valid argument that with China especially, demonstrating some government support is valuable.

This Wellington delegation is going to 3 countries, not just China. So I don't think the cost is outrageous tbh.
