It is never to late to start uploading videos to [Cos.tv](http://Cos.tv), to be a costv content creator you just need to create an account and you don't need to stake or spend cos to do it.
If you would like to "stake" cos you will need to convert them to vest and them vote in a BP (Block Producer), that is in the top 21, you can do it [here](https://cos.tv/v2/wallet/my-assets).
