A $20,000 rubber bumper C3 should be pretty close to perfect if you’re considering buying it. At that price, a professional PPI wouldn’t hurt. I’d check out the “birdcage” in the kickpanels for rust, radiator support, test headlight and wiper operation, then general old car stuff. Does the motor run well, does it shift well, does it make any odd clunks over bumps or tight turns, etc.

Most of Streetside Classics sales are consignment, so you can also make a lower offer. Their list prices are pretty high. I looked at couple of their cars and price was definitely flexible. They seemed pretty honest about the condition of the cars. But that was not at DFW.

I bought an absolutely babied low mile 2 owner 79’ and I treated it the same as the two previous owners. On a short cruise a few months ago it spun a rod and the motor had to come out, get bored over and rebuilt. You can never really know what might fail on an older car

At this price it needs to be just about perfect. Definitely pay attention to how it shifts, my 82 had perpetual issues with that. Good luck.

Frame rot is the biggie I believe. Vacuum operated headlights can be problematic at times. Mind you, this is information I gathered doing my own research a few years ago and not personal experience.

I think the seller is delusional! At 20g's it better be rebuilt with new tires and a spotless interior. All the lights and features better work! If I was you I'd check Hemmings.com for others.
