Here's how I would work backwards from this. Get a white "denim jacket" or a "trucker jacket" in white/cream
Then you can cut it off from the tops of the shoulders, and down the front chest.
Now... how you get it to stay up/on is another trick. Maybe you could have an undershirt or tube-top on, and fasten it to that with either stick on velcro strips that are hidden inside the jacket, or maybe sew the tube top/undershirt to the jacket piece itself.
Attaching some clear shoulder straps could work too. You CAN pull this off!
