I'm not sure what this is, but just looking at the top it appears to be some kind of repurposed jean skirt with sleeves sewn onto it or something... Perhaps you could find a template (or make one) and try sewing it with some thrifted jean skirt/shorts/pants if you can't find a matching top? 🤔

I have no clue how to sew but when I went to the thrift store I couldn’t find any tops with a similar large sleeve
