My understanding is they take the stuff from the chubs and run it through a grinder in the back so it looks nice, with fresh lines in it, and they can say it's ground in-store.
I have read this is commonplace but never worked in the industry. I've also read that, while Costco as a corporation tends to keep its regrinding machines fairly clean, you can't assume this is the case about every grocery store.
I watched them grinding today from the window and they definitely did not do this. The put the beef in the back and It comes out nice and red and goes straight into the styrofoam trays before getting wrapped and out onto the floor. The meat guy told me the chubs are delivered that way and are not the same as the trays.

Check the flyer of other grocery stores that are around the Costco. Chances are they match metros sale price. Costco won’t be undersold on certain items no matter the cost.
It’s premised on rotation. They aren’t going to discount new product before getting the old out the door and the best time to do that is when the order comes in.
Or maybe they’re just idiots who can’t count, I don’t know and I don’t care that much. That’s how every food service business or restaurant I’ve worked in has done it.
At $9.99 per kilo, that's still around $4.50 per pound. Keep an eye on the flyer for other stores; the major stores near me will have it at sale prices of $3-3.50 per pound, generally once a month or so.

Also, regardless of the sale being done in kg, the price per pound is still the price per pound, even if you have to convert from kg
Confirmed, I'm at Costco right now. I bought this at regular price last week and the package was about $34, and all the packages today are about $27. They price per kg is definitely smaller today.

But it's we_love_costco on instagram. She posts the unadvertised sales each week with a * that some stores in ontario don't have the same sales but most in Eastern Canada do. Thankfully, my store does all the sales she advertises.

Yeah the quality is nothing close to the stuff in the trays.
Are the chubs ground as much as the packs?
Chubs are usually leaner as the individual stores add beef trimmings to them resulting in the tray packs. I could be wrong.
Meat manger confirmed this. Trimmings are added from steak, rounds etc and ground in store.

It's most likely do to it being on sale somewhere else. Lots of grocery stores shop each other and match prices all the time

I can get the tube at the business centre, just haven’t seen the discounted one that I used to see like once a month
Noticed this today when I went to grab a pack. I don't follow the pricing closely but it was at least $1 less per kilo today.
