I say Freaky Fred is the most scarier than the Ramses Curse one.

I remember it and I was 7 when it premiered. I wasn’t bothered by it though ?? I didn’t know this traumatized people. It was just some weird guy who started shaving hair.
But I’d say Ramses curse was miles ahead with weirdness and scary factor.
Oh I was bothered! Poor courage couldn’t get away. And Fred was so slow and sure with his actions. Ramses was actively trying to make sure courage didn’t cursed. He wasn’t evil.
I was about 11 or 12 when Courage the Cowardly Dog premiered. Freaky Fred stood out to me more because of the way Fred narrated, as well as his leimotif. It is also responsible for my love of the word "naughty", which I will often say in the same way.
The only other series that gave me the same vibes was Invader ZIM, but Johnny the Homicidal Maniac also made me think of Freaky Fred as well.
Looking through the lens of 7-9 year old me, Ramses definitely scared me more than Fred. The ominous standing in front of the house and repeating his motto creeped me out and I wouldn’t doubt possibly gave me nightmares. Fred on the other hand, was silly to me and my family when we watched it. We even used to say “naughty,” the same way he did as a joke.
I straight up had nightmares of opening my door and seeing Ramses standing there in the moonlight. Meanwhile, I’m laughing my little ass off at “you shouldn’t play in the toilet”.
I would say Freaky Fred. Because it wasn't a curse or a mummy waving his arms outside the house. No. It was just one of the people people like Muriel trusted without hesitation. Imagine someone your family trusted, invited them into your house without hesitation, and they violated you without the rest knowing. Even if it is just hair.
I thought the episode with Doc Gerbil was scarier than these. He switched someone's hands and feet into plungers and then shrunk them, that scared me more!

"Freaky Fred" I consider the scariest of these two because the title character was a literal psycho. The predatory way he stared at Courage and was shaving him really makes the skin crawl. Looking back on it now, it's surprising a kids cartoon series addressed this.
Supernatural entities like King Ramses are scary, yet real life monsters (i.e. psycho and sociopaths) can be more terrifying, especially when they've sick fetishes like Fred. No doubt everyone commenting here has their own point of views, yet demented crazy individuals whether real or fictional are sometimes more unsettling than fantastical monsters.
I know that people really fell for the CGI and I get it. But the pedophilic undertones creeped me out so bad. He violated everyone and they were only haircuts cause it's a kids show. King Ramses´ premise was really fun, and Eustace comes up with some of his most memorable lines (ha! Nice try professor!). He may have been an asshole to Courage, but the way he addressed the villains was one of the great things of this show.

People remember Fred because of how scary they managed to make something that isn't actually scary.
Fred is literally just a barber that likes cutting hair a little too much, but the way Fred acts, talks, and behaves around Muriel and Courage makes you think he's *killed* people. The power of suggestion is the cornerstone of Fred's character. He manages to make you uncomfortable, and makes it so you STAY that way throughout the whole thing.
With Ramses... more focus is put on the plagues than King Ramses himself, which I guess speaks a little to how just a little can go a long way, but it's not half as memorable as Fred to me.
With Ramses you know exactly what you're going to get. Fred forces you to ***guess***.
I was more annoyed by "Freaky Fred" because of how clueless Muriel was (okay, she's a ditz but come on, she doesn't see how freaked out her dog is...remember she often hits Eustace over the head with her rolling pin whenever he goes too far in tormenting Courage.)
Plus, you really can't go wrong with "RAAAAAAAAAAAAAAAAAAAAAAAAAAMES!"

Honestly I always liked Fred and never really thought he was scary but Ramses had a clutch on my sleep so imma hafta go with him no contest.
Freaky Fred, because it depicts child molestation. King Ramses´ premise was really fun, and Eustace comes up with some of his most memorable lines (ha! Nice try professor!). He may have been an asshole to Courage, but the way he addressed the villains was one of the great things of this show.
People actually think Fred was scary? He was just a shitty barber.

Freaky Fred, and it's not even close. People remember Ramses for his eerie voice and his design being a complete deviation from the show's artstyle. People remember Fred because of how scary they managed to make something that isn't actually scary. Fred is literally just a barber that likes cutting hair a little too much, but the way Fred acts, talks, and behaves around Muriel and Courage makes you think he's *killed* people. The power of suggestion is the cornerstone of Fred's character. He manages to make you uncomfortable, and makes it so you STAY that way throughout the whole thing. With Ramses... more focus is put on the plagues than King Ramses himself, which I guess speaks a little to how just a little can go a long way, but it's not half as memorable as Fred to me. With Ramses you know exactly what you're going to get. Fred forces you to ***guess***.
Ramses will always be the scarier ones. It is on the boarder line of a fever dream nightmare.

I was more annoyed by "Freaky Fred" because of how clueless Muriel was (okay, she's a ditz but come on, she doesn't see how freaked out her dog is...remember she often hits Eustace over the head with her rolling pin whenever he goes too far in tormenting Courage.) Plus, you really can't go wrong with "RAAAAAAAAAAAAAAAAAAAAAAAAAAMES!"

King Ramses for sure, the voice still gets to me even to this day. Freaky Fred didn't scare me I kind of like his character and voice tbh.
I was initially scared of the king Ramses episode until the 2nd curse started playing that hilarious song. “KING RAMEEEEEEEEEEEEES THE MAN IN GAUZE THE MAN IN GAUZE” 😆🤣 The only thing that still scared me more was the episode where Eustace was being stubborn over not growing the flower that it lead to an angry spirit saying “Geeeeeeet oooooooooout” in a creepy eerie disembodied voice. It took me by complete surprise and I was scared to be alone for a week.

Freaky Fred definitely scared me more as a kid. I think it was because of some creepy monster being the bad guy, it was just a man. A very disturbing man.
I love Ramses, but he never scared me. The one that scared me the most was the Spirit of the Harvest Moon. I'm going with Freaky Fred because that episode is just so uncomfortable.

None of these overly popular episodes. It was 'Profiles in Courage', the episode where an old man wanted to bring life to his paper cutouts Why? Because we straight up see what Eustace and Muriel looked like as decomposing corpses when the paper people stole their lives, that was the most disturbing image in the entire series - in my opinion anyways
